Introduce Climate Neutral Mobility Guarantee

The Citizens' Climate Council recommends:

Mobility should - like housing, work, education, and recreation - be recognized as a basic societal need. Mobility needs should be met in a climate-neutral, ecologically sustainable, and socially fair manner, and should meet the demands of various user groups in the city and in the countryside. A mobility offer should be available within a 15-minute walk, 24 hours a day, seven days a week. A variety of measures are needed for implementation, which are mentioned in other action recommendations. Regional mobility concepts, developed with the involvement of the affected actors, serve as the basis. The implementation of the climate-neutral mobility guarantee should be ensured by a representation of interests in the political system.
